Parliament re-convened for the monsoon session on Monday, an hour after Assam released its second and final draft of citizens’ register.
Ahead of Monday’s session, TMC leader Sougata Roy has given an adjournment motion notice in Lok Sabha over the NRC Assam draft.
The monsoon session so far has witnessed the Narendra Modi-led government winning the no-confidence motion, and robust debates on lynchings, women’s reservation.
Provisions in the Criminal Law (Amendment) Bill 2018
The minimum punishment in cases of rape of women has been increased from rigorous imprisonment of seven years to 10 years, extendable to life imprisonment, Rijiju said.
– In case of rape of a girl under 16 years, the minimum punishment has been increased from 10 to 20 years, extendable to imprisonment for rest of life, which means jail term till the convict’s “natural life”.
– The punishment for gangrape of a girl below 16 years will invariably be imprisonment for the rest of life of the convict.
– Stringent punishment for rape of a girl under 12 years has been provided with the minimum jail term being 20 years which may go up to life in prison or death sentence. Gangrape of a girl under 12 years of age will invite punishment of jail term for the rest of life or death.
– The deadline for the completion of trial in all rape cases will be two months. A six-month time limit for the disposal of appeals in rape cases has also been prescribed, the bill says, adding that there will also be no provision for anticipatory bail for a person accused of rape or gangrape of a girl under 16 years.

The bill seeks to replace the Criminal Law (Amendment) Ordinance promulgated on April 21, following an outcry over the rape and murder of a minor girl in Kathua in Jammu and Kashmir and the rape of another woman at Unnao in Uttar Pradesh.
Although the Criminal Law (Amendment) Bill 2018 was supported by most members across the political spectrum and passed by a voice vote, some in the Opposition objected to the government adopting the ordinance route to enact the law.

Maneka apologises for using term ‘other ones’ for transgenders
Maneka Gandhi apologised for using the term “the other ones” for transgenders in Lok Sabha, saying she did not “snigger but was embarrassed by her own lack of knowledge”.
Talking about the inclusion of information on prevention of human trafficking in school textbooks, Maneka Gandhi, on Thursday, had called transgenders “the other ones” in Lok Sabha.
The minister drew flak from the transgender community for using the word, with Meera Sanghamitra, a member of the National Alliance for People’s Movements and a trans woman, saying that Maneka Gandhi and all the MPs who “thumped and laughed must apologise”.
Javadekar defends eminence tag for Jio Insitute in Lok Sabha
Amid continuing criticism over institution of eminence tag for Jio Institute, Union Minister Prakash Javadekar said only a “Letter of Intent” has been issued to it. As many as 114 applications were received, including 40 from the private sector, for being considered as Institutions of Eminence, he said. To a query on whether the HRD Ministry would reconsider the decision with regard to Jio Institute, Javadekar said it has “nothing to do with the government”. Besides Jio Institute, two other institutions — Birla Institute of Technology & Sciences (BITS), Pilani and Manipal Academy of Higher Education (MAHE), Manipal — from the private sector were issued LoIs, the minister said.

The Rajya Sabha is adjourned for the day in the post-lunch sitting, amid rucker over the Assam NRC issue.
Soon after the House met in the post lunch sitting, the opposition members again raised the issue of NRC. Chairman M. Venkaiah Naidu adjourned the House for 10 minutes to meet at 2.11 pm.
But, as soon as the House was reconvened, the opposition MPs were again on their feet. Naidu then adjourned the House for the day amid the uproar.
